NEPA / CEQA Review

SWAPE has conducted numerous EIS/EIR reviews for various clients that have concerns about significant environmental impacts associated with a development or aspects of a development plan’s mitigation alternative(s) that are inadequate. We have reviewed dozens of CEQA related documents for residential, commercial and mixed-use developments in California. These sites have included numerous locations where environmental concerns have included significant known and unknown contamination. Our work on these issues has generally included the preparation of a declaration or report that describes hazards and potential impacts associated with the project and deficiencies present in the CEQA documents.

In the process of our review of proposed projects and the associated CEQA documents, we examine a substantial amount of additional information, including regulatory agency case files, government databases, and other sources. Typically, new information or facts concerning suspected hazards or environmental impacts are identified that have not been addressed in the EIS/EIR documents and selected mitigation alternatives.

SWAPE has provided technical review and comments surrounding issues in EIS/EIR documents that generally pertain to the following EIR sections/topics:

  • Geology, soils, and seismicity;
  • Hazards and hazardous materials;
  • Hydrology and water quality;
  • Cumulative impacts;
  • Wastewater;
  • Water supply
